Loaned Executive Program Description
Purpose
Loaned Executives (LE's) to the Louisiana Middle District Combined Federal Campaign (CFC) are federal employees who are highly trained specialists in campaign management. Their responsibility is to provide the support necessary for agency staff executives to conduct a successful campaign.
Benefits
Sponsoring federal agencies have the opportunity to develop employee leadership potential. They will also receive tangible positive public recognition for their demonstrated concern for the community's well being through a program specifically designed to accomplish this recognition.
Loaned Executives benefit by having the opportunity to work directly with senior federal executives from their own and other agencies, to receive professional level experience in marketing and communications, and to participate in a new and uniquely satisfying program in government and community service.
The CFC and the local community benefit from the LE's day to day campaign management support functions which are essential to the campaign's success. LE's are also a source of future volunteer CFC leadership.
Qualifications
Loaned Executives are usually - but not always - drawn from the professional or management ranks of the sponsoring federal agency. Regardless of position, they must have demostrated:
- An ability to be self-directed and exercise good judgement, even under stressful situations.
- Talent for both organization and communication.
- A willingness to accept new assignments with enthusiasm and imagination.
- The personality projection generally referred to as "charisma". A successful LE is someone who is respected, trusted and liked by co-workers.
During the campaign, Loaned Executives operate under the direction of the CFC Director. LE's must be willing and able to remove themselves from their normal work environment for an extended period of time on a full or half time basis, depending on their assignment. At a minimum, a LE will plan, organize, implement and bring to a successful conclusion the solicitation of the employees of each federal agency for which they are held accountable.
Specific Duties
- Attend a half-day training facilitated by the CFC Director. This training will emphasize on CFC policies and procedures, account analysis and preparation and the importance of successful employee campaigns which includes training and speaking before employee groups.
- Obtain commitments from federal agency heads and from top and mid-level managers.
- Develop a strategy for the employee campaigns and work with each Agency Coordinator/Keyworker to implement their internal employee campaign.
- Train Agency Coordinators/Keyworkers in the technical and motivational features of CFC solicitation and in the "How To's" of conducting their campaigns.
- Assist in planning and promoting tours of CFC agencies for Agency Coordinators, Keyworkers and selected employees; help devise and implement a campaign communications program.
- Coordinate and plan employee meetings and agency "Kickoff" events, which feature the CFC video and speakers. In many instances, the LE will be the main speaker at the meeting.
- Insure each assigned agency is provided with campaign supplies and materials.
- Help devise a process for the timely and accurate internal reporting of campaign results.
- Review campaign progress on a weekly basis and more often, if necessary, with the CFC Director. Maintain close contact with Agency Coordinators throughout the campaign to address any issues.
- Prepare weekly reports and a final evaluation for each assigned campaign account.
- Assist Agency Coordinators/Keyworkers in developing a "Thank You" or recognition program for its agency.
- Participate in CFC Finale/Awards Ceremony.
